As introduced, this bill establishes new rental protections for the elderly and disabled. It requires the Rental Housing Commission to publish the maximum rent increase that an elderly tenant or tenant with a disability may be subject to; forbids landlords from raising rents on the elderly or disabled through a capital improvement increase; raises the maximum allowable income of an elderly or disabled person from $40,000 to $50,000; and requires landlords to notify elderly or disabled tenants of the maximum rent increases they may be charged, as well as the process by which a tenant may establish or appeal elder or disability status.
