HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Department of accounting and general services to recognize the executive department that makes the greatest reduction in energy consumption.

 

 

 


     WHEREAS, eighty per cent of the energy resources used in Hawaii are imported from other countries or the mainland United States; and

 

     WHEREAS, the State of Hawaii is a significant purchaser and user of energy resources in its many facilities and departments throughout the State; and

 

     WHEREAS, energy costs make up a significant portion of the budgets within the various State executive departments that are administered by the Department of Accounting and General Services; and

 

     WHEREAS, recent cutbacks in departmental operating budgets have made it necessary for departments to conserve energy in order to reduce costs; and

 

     WHEREAS, throughout the State, departments have taken a wide variety of actions to reduce energy use and energy costs, such as adjusting temperature control systems and de-lamping buildings; and

 

     WHEREAS, reductions in energy consumption by state agencies will create cost savings for the State and taxpayers and also reduce Hawaii's reliance on imported energy sources; now therefore;

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that state departments are encouraged to continue and increase their efforts to reduce energy consumption; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to track the annual energy consumption of the executive departments for which it provides services; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to determine the executive department that demonstrates the greatest reduction in energy use, in percentage terms, between fiscal years 2009-2010 and 2010-2011, and publicly recognize that department for its accomplishment; and

 

BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to report its findings to the Legislature not later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and to the Comptroller who, in turn, is requested to distribute copies to the heads of all other executive departments.
