Bill Title: Amends the Illinois Vehicle Code. Provides for the service of a compliance violation notice by mail to the address of the registered owner or lessee of the cited vehicle. Provides any municipality or county with vehicular standing, parking, compliance, automated speed enforcement system, or automated traffic law regulations may provide by ordinance for the towing of a vehicle, immobilized for failure to comply with a number of unpaid violations, from the public way and public lots and garages.
