Bill Title: Amends the State Finance Act. Provides that, during State fiscal years 2010, 2011, and 2012 only (now, during State fiscal years 2010 and 2011 only), the Department of Healthcare and Family Services is authorized to make transfers not exceeding 4% of the aggregate amount appropriated to it, within the same treasury fund, among the various line items appropriated for Medical Assistance. Effective immediately.
