Bill Title: Amends the Board of Higher Education Act. Provides that, no later than July 1, 2020, and annually thereafter, each public university must submit a report to the Board of Higher Education on the amount of tuition that undergraduate, degree-seeking students attending the university paid in the previous academic year that includes (i) the percentage of undergraduate students who paid more than 75% of full tuition costs, (ii) the percentage of undergraduate students who paid more than 50% but no more than 75% of full tuition costs, (iii) the percentage of undergraduate students who paid more than 25% but no more than 50% of full tuition costs, (iv) the percentage of undergraduate students who paid no more than 25% of full tuition costs, and (v) the percentage of undergraduate students who had no tuition costs. Provides that the tuition costs calculated must reflect the amount of tuition paid by a student after all scholarships, grants, and other financial assistance have been applied to his or her tuition charge and must reflect only the amounts paid by undergraduate, degree-seeking students. Requires the Board of Higher Education to annually compile and submit, as part of its tuition and fee waiver report to the General Assembly, the information received by each public university.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Board of Higher Education Act is amended by
5changing Section 9.29 as follows:
6 (110 ILCS 205/9.29)
7 Sec. 9.29. Tuition and fee waiver report.
8 (a) The Board of Higher Education shall annually compile
9information concerning tuition and fee waivers and tuition and
10fee waiver programs that has been provided by the Boards of
11Trustees of the University of Illinois, Southern Illinois
12University, Chicago State University, Eastern Illinois
13University, Governors State University, Illinois State
14University, Northeastern Illinois University, Northern
15Illinois University, and Western Illinois University and shall
16report its findings and recommendations concerning tuition and
17fee waivers and tuition and fee waiver programs to the General
18Assembly by filing electronic or paper copies of its report by
19December 31 of each year as provided in Section 3.1 of the
20General Assembly Organization Act.
21 (b) No later than July 1, 2020, and annually thereafter,
22each public university must submit a report to the Board of
23Higher Education on the amount of tuition that undergraduate,

2previous academic year that includes all of the following
3information:
4 (1) The percentage of undergraduate students who paid
5 more than 75% of full tuition costs.
6 (2) The percentage of undergraduate students who paid
7 more than 50% but no more than 75% of full tuition costs.
8 (3) The percentage of undergraduate students who paid
9 more than 25% but no more than 50% of full tuition costs.
10 (4) The percentage of undergraduate students who paid
11 no more than 25% of full tuition costs.
12 (5) The percentage of undergraduate students who had no
13 tuition costs.
14The tuition costs calculated under this subsection must reflect
15the amount of tuition paid by a student after all scholarships,
16grants, and other financial assistance have been applied to his
17or her tuition charge and must reflect only the amounts paid by
18undergraduate, degree-seeking students.
19 The Board of Higher Education must annually compile and
20submit to the General Assembly, as part of the report required
21under subsection (a), the information received under this
22subsection.
