Bill Title: Amends the Information Technology Accessibility Act. Provides that the Department of Innovation and Technology (currently, the Department of Human Services) shall review certain accessibility standards. Removes a specific reference to the Department of Central Management Services. Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Information Technology Accessibility Act is | |||||||||||||||||||
5 | amended by changing Section 25 as follows:

7 | Sec. 25. Review and amendment of standards.
In calendar | |||||||||||||||||||
8 | year 2023 and not less often than every 3 years after the date | |||||||||||||||||||
9 | of the initial publication of the accessibility standards, the | |||||||||||||||||||
10 | Department of Innovation and Technology The Department of | |||||||||||||||||||
11 | Human Services shall , at a minimum, review the accessibility | |||||||||||||||||||
12 | standards every 3 years after the date of initial publication | |||||||||||||||||||
13 | and, as appropriate, amend the standards to reflect | |||||||||||||||||||
14 | technological advances or changes in electronic and | |||||||||||||||||||
15 | information technology. The Secretary of Innovation and | |||||||||||||||||||
16 | Technology Human Services may convene a working group of | |||||||||||||||||||
17 | appropriate State entity representatives, stakeholders, and | |||||||||||||||||||
18 | other appropriate individuals and officials to advise and | |||||||||||||||||||
19 | assist in the process of reviewing and amending the standards. | |||||||||||||||||||
20 | Within 6 months after the publication by the Department of | |||||||||||||||||||
21 | Innovation and Technology Human Services of amendments to the | |||||||||||||||||||
22 | standards, the Director of Central Management Services and | |||||||||||||||||||
23 | other State entities shall review the amended standards and |

1 | make any necessary changes to their existing procurement | ||||||
2 | policies and procedures to incorporate amendments to the | ||||||
3 | accessibility standards into their procurement policies and | ||||||
4 | procedures. The amended accessibility standards shall apply to | ||||||
5 | electronic and information technology developed or procured by | ||||||
6 | a State entity, or to substantial modifications made to | ||||||
7 | electronic and information technology by a State entity, after | ||||||
8 | the Department of Central Management Services and other State | ||||||
9 | entities incorporate the amended accessibility standards into | ||||||
10 | their procurement policies and procedures.
