Summary

Amend KRS 216B.020 to remove abortion facilities from the exemptions for certificate of need; amend KRS 216B.0431 to require abortion facilities to comply with licensure and certificate of need standards required for certain ambulatory surgical centers as applicable to services rendered in an abortion facility by January 1, 2017, unless granted an extension; amend KRS 216B.0435 to require an abortion facility to have a healthcare practioner with admitting privileges at an acute care hospital within 50 miles of the abortion facility where it's performed by January 1, 2017, unless granted an extension; amend KRS 216B.990 to add a $1,000 per day penalty for an abortion facility who violates the admitting privileges requirement.
