January 15, 2019, Introduced by Reps. Ellison, Frederick, Kuppa, Sneller, Kennedy, Cambensy, Hertel, Brixie, Gay-Dagnogo and Crawford and referred to the Committee on Local Government and Municipal Finance.
A bill to prohibit a local unit of government from enacting or
enforcing an ordinance, policy, resolution, or rule that regulates
a dog based upon the breed or perceived breed of the dog; and to
provide for the powers and duties of certain local governmental
entities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. (1) A local unit of government shall not enact or
enforce an ordinance, policy, resolution, or rule that regulates a
dog based upon breed or perceived breed. This act does not prohibit
a local unit of government from enacting an ordinance, policy,
resolution, or rule that places restrictions or imposes additional
requirements on dogs or dog owners.
(2) As used in this act, "local unit of government" means a
county, city, village, or township.
Enacting section 1. This act takes effect 90 days after the
date it is enacted into law.
