     Establishes grant program in DOE for school districts' purchase of technology for virtual inclusion programs to allow students with medical conditions to participate in classroom setting remotely.

An Act establishing the Virtual Inclusion Grant Program and supplementing chapter 6 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  There is established in the Department of Education a "Virtual Inclusion Grant Program." The purpose of the program is to provide grants to school districts for the purchase of technology to allow students with medical conditions to participate in the classroom setting remotely if in-person attendance is not possible.

     b.    The commissioner shall award grants, within the limit of available State appropriations, to selected school districts based on a competitive application process to be established by the commissioner. The commissioner shall determine the amount of each grant awarded under the program.

     c.     For a school district to qualify for a grant under the program, the district shall establish a remote classroom virtual inclusion policy which provides guidelines for when a student would be eligible for remote classroom virtual inclusion teaching due to a medical condition.

     d.    The State Board of Education shall adopt regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), to effectuate the provisions of this act, including the requirements for school district policies on student eligibility for remote classroom virtual inclusion programs.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill establishes the "Virtual Inclusion Grant Program" in the Department of Education. The purpose of the grant program is to provide funding to school districts to purchase technology to allow students with medical conditions to participate in the classroom setting remotely if in-person attendance is not possible. The commissioner will award grants, within the limit of available State appropriations, to selected school districts based on a competitive application process. For a school district to qualify for a grant under the program, the district must establish a remote classroom virtual inclusion policy which provides guidelines for when a student would be eligible for remote classroom virtual inclusion teaching due to a medical condition. The State Board of Education will establish the requirements for the school district policies.
