Summary

This bill establishes a binding arbitration process so that if horse owners, breeding funds and racetrack operators that have a Video Lottery Terminal (VLT) gaming facility can not agree to a contract to conduct horse racing these parties can have the contract arbitrated by an neutral person. This bill should help to facilitate operations at racetracks for the benefit of horse owners, breeding funds, racetrack operators, and the State of New York which receives a percentage of VLT revenue to benefit state education programs.

An act to amend the racing, pari-mutuel wagering and breeding law, in relation to requiring racetracks eligible for video lottery gaming to enter into binding contracts with its horsemen's association and the appropriate breeding fund and providing for binding arbitration in negotiations between such racetracks and the representative horsemen's associations and breeding funds
