        AN ACT to amend the vehicle and traffic law,  in  relation  to  allowing
          snowmobiles and all-terrain vehicles to be registered as farm vehicles

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 2222 of the vehicle and traffic law is  amended  by
     2  adding a new subdivision 15 to read as follows:
     3    15. Registration of snowmobiles and all-terrain vehicles to be used as
     4  farm  vehicles.    Notwithstanding  any  other  provision  of law to the
     5  contrary, a snowmobile or all-terrain vehicle may  be  registered  as  a
     6  motor  vehicle in accordance with the provisions of subdivision thirteen
     7  of section four hundred one of this chapter, where  the  owner  of  such
     8  snowmobile  or  all-terrain  vehicle  has  caused to be filed by mail or
     9  otherwise, with the commissioner or with any agent of the  commissioner,
    10  an  application for registration of such snowmobile or all-terrain vehi-
    11  cle, addressed to the commissioner, and on a blank form to be  furnished
    12  by  the  commissioner  for  that  purpose,  containing  the  information
    13  required by subdivision thirteen of section four  hundred  one  of  this
    14  chapter.  The commissioner or agent shall make such investigation, as he
    15  or she shall determine necessary, and if satisfied that  the  snowmobile
    16  or  all-terrain vehicle is to be operated exclusively as a motor vehicle
    17  as provided by subdivision thirteen of section four hundred one of  this
    18  chapter  shall,  upon the payment of a fee of one dollar, assign to such
    19  snowmobile or all-terrain vehicle a distinctive  number  and  issue  and
    20  deliver  to  the  applicant  a set of number plates and a certificate of
    21  registration in such form as the commissioner shall prescribe,  indicat-
    22  ing the extent to which the snowmobile or all-terrain vehicle registered
    23  may  be  operated on the public highways and such snowmobile or all-ter-
    24  rain vehicle may be operated only as so indicated.

     1    § 2. Section 2229 of the vehicle and traffic law, as amended by  chap-
     2  ter 481 of the laws of 1990, is amended to read as follows:
     3    § 2229. Snowmobile,  not  a motor vehicle. Notwithstanding its limited
     4  use on highways, a snowmobile shall not be determined  a  motor  vehicle
     5  within the meaning of section one hundred twenty-five of this chapter or
     6  any other successor statutes, except where a snowmobile is registered as
     7  a  farm  vehicle  pursuant  to subdivision fifteen of section twenty-two
     8  hundred twenty-two of this article.
     9    § 3. This act shall take effect immediately.
