        AN ACT to amend the vehicle and traffic law, in relation to establishing
          scramble crosswalks leading to and from school buildings during  times
          of student arrival and dismissal

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision (a) of section 1640 of the vehicle and  traffic
     2  law is amended by adding a new paragraph 23 to read as follows:
     3    23.  Establish  scramble crosswalks in cities with a population of one
     4  million or more leading to and from school  buildings  during  times  of
     5  student  arrival  and dismissal. Such scramble crosswalks shall include,
     6  but not be limited to, the following requirements:
     7    (i) scramble crosswalks shall operate on weekdays  between  8:00  A.M.
     8  and 4:00 P.M.;
     9    (ii)  pedestrians  shall  wait until a pedestrian-control signal indi-
    10  cates a sign to walk;
    11    (iii) vehicles shall not turn right  at  the  intersection  while  the
    12  traffic signal indicates a red light;
    13    (iv) bicyclists may proceed with pedestrians when a pedestrian-control
    14  signal indicates a sign to walk, provided however, such bicyclists shall
    15  yield the right of way to all pedestrians in the intersection;
    16    (v)  bicyclists  may  proceed with vehicular traffic while the traffic
    17  signal indicates a green light; and

     1    (vi) signs shall be erected at  such  intersections  with  a  scramble
     2  crosswalk  indicating that no person shall enter the intersection unless
     3  a pedestrian-control signal indicates that all pedestrians may walk.
     4    For  the  purposes  of  this  paragraph,  "scramble crosswalk" means a
     5  crosswalk with a traffic signal which temporarily  stops  all  vehicular
     6  traffic while a pedestrian-control signal indicates that all pedestrians
     7  at the intersection shall cross the intersection at the same time.
     8    §  2.  This  act shall take effect on the ninetieth day after it shall
     9  have become a law.
