        AN ACT to amend the general municipal law, in relation to extending  the
          county-wide shared services initiative and enhancing flexibility with-
          in

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 8 of section 239-bb of  the  general  municipal
     2  law, as added by section 1 of part EE of chapter 55 of the laws of 2018,
     3  is amended to read as follows:
     4    8.  For  each  county,  new  shared services actions not included in a
     5  previously approved and submitted plan pursuant to this section or  part
     6  BBB  of chapter fifty-nine of the laws of two thousand seventeen, may be
     7  eligible for funding to match  savings  from  such  action,  subject  to
     8  available  appropriation.  Savings  that  are  actually and demonstrably
     9  realized by the participating local governments are eligible for  match-
    10  ing  funding.  For actions that are part of an approved plan transmitted
    11  to the secretary of state in accordance with paragraph b of  subdivision
    12  seven  of this section, savings achieved [from] during either: (i) Janu-
    13  ary first through December thirty-first from new actions implemented  on
    14  or  after  January first through December thirty-first of the year imme-
    15  diately following an approved and transmitted plan, or (ii)  July  first
    16  of  the  year  immediately  following  an  approved and transmitted plan
    17  through June thirtieth of the subsequent year from  new  actions  imple-
    18  mented  July  first  of  the year immediately following an approved plan
    19  through June thirtieth of the subsequent year may be eligible for match-
    20  ing funding. Only net savings between local governments for each  action
    21  would  be eligible for matching funding. Savings from internal efficien-

     1  cies or any other action taken by a local government without the partic-
     2  ipation of another local government are not eligible for matching  fund-
     3  ing. Each county and all of the local governments within the county that
     4  are  part  of  any  action to be implemented as part of an approved plan
     5  must collectively apply for  the  matching  funding  and  agree  on  the
     6  distribution  and  use  of  any matching funding in order to qualify for
     7  matching funding.
     8    § 2. Subdivision 9 of section 239-bb of the general municipal law,  as
     9  added  by  section  1  of  part EE of chapter 55 of the laws of 2018, is
    10  amended to read as follows:
    11    9. The department of state shall prepare a report to the governor, the
    12  temporary president of the senate and the speaker of the assembly on the
    13  county-wide shared services plans approved  by  the  county-wide  shared
    14  services  panels  created  pursuant to part BBB of chapter fifty-nine of
    15  the laws of two thousand seventeen and this article and shall  post  the
    16  report  on the department's website. Such report shall be provided on or
    17  before June thirtieth, two thousand [twenty-two] twenty-five  and  shall
    18  include, but not be limited to, the following:
    19    a.  a  detailed  summary  of  projects  included in county-wide shared
    20  services plans by category, such as:
    21    (1) public health and insurance;
    22    (2) emergency services;
    23    (3) sewer, water, and waste management systems;
    24    (4) energy procurement and efficiency;
    25    (5) parks and recreation;
    26    (6) education and workforce training;
    27    (7) law and courts;
    28    (8) shared equipment, personnel, and services;
    29    (9) joint purchasing;
    30    (10) governmental reorganization;
    31    (11) transportation and highway departments; and
    32    (12) records management and administrative functions.
    33    b. for each of the counties the following information:
    34    (1) a detailed  summary  of  each  of  the  savings  plans,  including
    35  revisions  and  updates  submitted each year or the statement explaining
    36  why the county did not approve a plan in any year;
    37    (2) the anticipated savings for each plan;
    38    (3) the number of cities, towns and villages in the county;
    39    (4) the number of cities, towns and villages that  participated  in  a
    40  panel, as reported in a plan;
    41    (5)  the number of school districts, boards of cooperative educational
    42  services, fire districts, fire protection districts,  or  other  special
    43  districts in the county; and
    44    (6)  the number of school districts, boards of cooperative educational
    45  services, fire districts, fire protection districts,  or  other  special
    46  districts that participated in a panel, as reported in a plan.
    47    § 3. Subdivision 11 of section 239-bb of the general municipal law, as
    48  added  by  section  1  of  part EE of chapter 55 of the laws of 2018, is
    49  amended to read as follows:
    50    11. The authority granted by this article to a county CEO to convene a
    51  panel for the purpose of revising  or  updating  a  previously  approved
    52  plan,  or  developing  a  new plan, or to provide the secretary of state
    53  information pursuant to subdivision ten of this section, shall cease  on
    54  December thirty-first, two thousand [twenty-one] twenty-four.
    55    § 4. This act shall take effect immediately.
