WHEREAS, the Honorable Bernard Waugh Crigler, a retired federal judge of the United States District Court for the Western District of Virginia and a highly admired member of the Charlottesville community, died on April 26, 2023; and
WHEREAS, Waugh Crigler graduated from Randolph-Macon Academy and earned a bachelor's degree from Washington and Lee University before pursuing a law degree from the University of Tennessee, where he was a member of the Tennessee Law Review and was admitted to the Order of the Coif and the Phi Delta Phi honor society; and
WHEREAS, Waugh Crigler served as a law clerk for a judge of the Eastern District of Tennessee, then began practicing law in Culpeper in 1974 as a principal in the firm formerly known as Davies, Crigler, Barrell and Will; and
WHEREAS, in 1981, Waugh Crigler was appointed as a judge of the United States District Court for the Western District of Virginia, and he presided over the court with great fairness and wisdom for more than three decades; and
WHEREAS, during his tenure as a judge, Waugh Crigler was appointed to serve two terms as a member of the U.S. Judicial Conference Criminal Rules Committee and offered his leadership to the Virginia State Bar (VSB) sections on litigation and education; he also founded and chaired the VSB Professionalism for Law Students Program and was a member of the Virginia Bar Association's Commission on Professionalism; and
WHEREAS, after his well-earned retirement from the bench in 2013, Waugh Crigler joined the McCammon Group as a certified mediator serving attorneys in Virginia, West Virginia, North Carolina, and Washington, D.C.; and
WHEREAS, over the course of his career, Waugh Crigler inspired young attorneys as an adjunct faculty member at the University of Virginia (UVA) School of Law for more than 30 years and taught the Virginia State Bar's Harry L. Carrico Mandatory Professionalism Course; and
WHEREAS, among many awards and accolades, Waugh Crigler received the William J. Brennan, Jr. Trial Advocacy Award from the National Trial Advocacy College at the UVA School of Law and the William R. Rakes Leadership in Education Award from the VSB; he was honored as a judicial member of the Charlottesville Bar Association and was the founding president and an emeritus member of the Thomas Jefferson Inn of Court; and
WHEREAS, Waugh Crigler developed his deep faith through Bible studies with Precept Ministries, and he was an active member of Trinity Presbyterian Church, where he served as an elder and elder emeritus; for more than 17 years, he led a men's Bible study program, which continued to meet electronically during the COVID-19 pandemic; and
WHEREAS, predeceased by his wife of 50 years, Anne, Waugh Crigler will be fondly remembered and greatly missed by his children, Kendall, Jason, and Stuart, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of the Honorable Bernard Waugh Crigler; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of the Honorable Bernard Waugh Crigler as an expression of the General Assembly's respect for his memory.
