Bill Title: Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Border Community Task Force to hold hearings in communities adjacent to the border of the State of Illinois to develop a competitive model for the States to enable small businesses located in these communities to survive and retain jobs. Requires the Department of Commerce and Economic Opportunity to provide administrative and other support to the task force. Requires the task force to file a report with the Governor and the General Assembly. Sets forth topics that the report must include. Provides that the Section is repealed on July 1, 2012. Effective immediately.

AMENDMENT TO HOUSE BILL 3575
2 AMENDMENT NO. ______. Amend House Bill 3575 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 1010 as follows:
7 (20 ILCS 605/1010 new)
8 Sec. 1010. Border Community Task Force.
9 (a) The Border Community Task Force is created to hold
10hearings in communities adjacent to the border of the State of
11Illinois to develop a competitive model for the State to enable
12small businesses located in these communities to survive and
13retain jobs. The task force shall consist of the following
14members:
15 (1) Five members of the public appointed by the
16 Governor.

1 (2) Two members of the General Assembly appointed by
2 the Speaker of the House of Representatives.
3 (3) Two members of the General Assembly appointed by
4 the Minority Leader of the House of Representatives.
5 (4) Two members of the General Assembly appointed by
6 the President of the Senate.
7 (5) Two members of the General Assembly appointed by
8 the Minority Leader of the Senate.
9 The members of the task force shall serve without
10compensation or reimbursement for any expenses.
11 The members of the task force shall meet initially at the
12call of the Governor, shall select one member as chairperson at
13its initial meeting, and shall thereafter meet at the call of
14the chairperson.
15 The Department of Commerce and Economic Opportunity shall
16provide administrative and other support to the task force.
17 (b) The Border Community Task Force shall file a report by
18October 1, 2011, to the Governor and the General Assembly on
19the findings of the task force. The task force may, at its
20discretion, examine all of the issues and policies brought to
21its attention by Illinois residents and employers; but it is
22the intent of this amendatory Act of the 97th General Assembly
23that they examine 3 broad themes: stability, responsibility,
24and sustainability. With this focus, the task force shall:
25 (1) suggest a blueprint for Illinois border
26 communities to compete with surrounding states

1 economically that will enable Illinois to put in place
2 long-term solutions that will provide a stable and
3 predictable economic environment;
4 (2) look at the effects of the recent income and
5 corporate tax increase on border community's economic
6 development as well as the resulting interstate business
7 climate; and
8 (3) suggest new policy suggestions that will allow for
9 continued economic growth in private sector industries,
10 including incentives to attract new businesses as well as
11 changes to our tax code.
12 (c) This Section is repealed on July 1, 2012.
13 Section 99. Effective date. This Act takes effect upon
14becoming law.".
