STATE OF NEW YORK ________________________________________________________________________ 10447 IN ASSEMBLY May 18, 2020 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Joyner) -- read once and referred to the Committee on Health AN ACT in relation to requiring that COVID-19 contact tracers be repre- sentative of the cultural and linguistic diversity of the communities in which they serve to the greatest extent practicable; and providing for the repeal of such provisions upon the expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The department of health and any other state agency, the 2 New York city department of health and mental hygiene and any other New 3 York city agency, and any entity within the New York city health and 4 hospitals corporation that hires persons after the effective date of 5 this act to perform contact tracing pertaining to COVID-19 infections 6 within the city of New York, shall hire contact tracers who are repre- 7 sentative of the cultural and linguistic diversity of the communities in 8 which they serve to the greatest extent practicable. 9 § 2. The department of health, the New York city department of health 10 and mental hygiene, and the New York city health and hospitals corpo- 11 ration shall annually submit a report on contact tracer worker diversity 12 including outreach efforts to recruit a diverse workforce to the gover- 13 nor, the temporary president of the senate and the speaker of the assem- 14 bly beginning no later than December 31, 2020. 15 § 3. This act shall take effect immediately and shall expire and be 16 deemed repealed January 1, 2022. EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
