STATE OF NEW YORK ________________________________________________________________________ 7995 IN SENATE March 6, 2020 ___________ Introduced by Sen. SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to creating a state-wide literacy education advocacy program; and to study the viability of the Newburgh armory unity center literacy education advocacy partnership The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of education shall conduct a study on the 2 Newburgh Armory Unity Center Literacy Education Advocacy Partnership 3 (NAUC LEAP). The purpose of such study shall be to determine the 4 successes and effectiveness of the program in achieving its goals, with 5 the intent of understanding effective practices that support students 6 being able to read at grade three and score at level three and four on 7 the third grade English language arts state assessment. The commission- 8 er of education shall then develop recommendations for replicating the 9 program in other areas of the state. 10 § 2. The commissioner of education shall, within one year of the 11 effective date of this section, report the findings, conclusions and 12 recommendations of such study to the governor, temporary president of 13 the senate and speaker of the assembly. 14 § 3. Section 305 of the education law is amended by adding a new 15 subdivision 57 to read as follows: 16 57. The commissioner shall develop a literacy education advocacy 17 program to provide additional literacy instruction for elementary 18 school-aged children. Such program shall: 19 a. foster collaborative relationships among not-for-profit organiza- 20 tions that increase the capacity for programming aimed at urban chil- 21 dren, youth, and families; 22 b. serve as an incubator of innovation, enabling participating organ- 23 izations to employ their expertise to implement programs of value to the 24 community; 25 c. be optional for school districts across New York state; and 26 d. utilize the study performed by the commissioner on the Newburgh 27 Armory Unity Center Literacy Education Advocacy Partnership. This act shall take effect immediately; provided, however, 2 section three of this act shall take effect on the same date as the 3 completion of the study established under section one of this act 4 provided that the commissioner of education shall notify the legislative 5 bill drafting commission upon the completion of such study in order that 6 the commission may maintain an accurate and timely effective data base 7 of the official text of the laws of the state of New York in furtherance 8 of effecting the provisions of section 44 of the legislative law and 9 section 70-b of the public officers law.
