        Introduced  by  Sen. METZGER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Elections

        AN ACT relating to the establishment of voting by mail in the case of  a
          natural disaster or state of emergency

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The state board of elections shall, by May 1, 2020,  create
     2  a plan that provides for the establishment and use of voting by mail for
     3  elections in the case of a natural disaster or state of emergency.  Such
     4  plan  shall  otherwise  comply  with all provisions of the election law.
     5  For purposes of this section, "voting by mail" shall  mean  an  election
     6  for  which all eligible voters receive ballots by mail and vote by mail-
     7  ing those ballots, depositing the ballots at,  as  applicable,  drop-off
     8  locations  or  voter  service and polling centers, or, as applicable, by
     9  voting at a voter service and polling center.
    10    § 2. This act shall take effect immediately.
